Ook het Amerikaanse congres voerde een onderzoek uit naar de kosten van roken voor de samenleving. Ook zij kwamen tot de conclusie dat rokers de samenleving niets kosten. Hieronder het gehele rapport (Initieel commentaar door Forces International):

While FORCES does not disagree with the dissemination of true information on smoking, we most certainly object to the reference in this report on how education might be funded by U.S. states according to the model of California’s Proposition 99. Proposition 99 is immoral and regressive and should not be used anywhere, since it has been twisted and abused to force smokers to pay for hate propaganda, and intolerance tactics.   • I've alllllllways said that asking smokers "do you want to quit?" and reporting the results of that question, as is, is horribly misleading. It's a TWO part question. After asking if one wants to quit it must be followed up with "Why?" Ask why and the majority of the answers will be "because I'm supposed to" (victims of guilt and propaganda), not "because I want to."
